Can you rearrange Player and Staff utility cards already on the table?

Yes, during your turn you can move utility cards around as much as you like. Once your turn ends, though, you can’t rearrange them—unless another manager plays a Substitute card to swap one of your cards. Then you can adjust your Player and Staff section accordingly.
