Can an Influencer or TV Rights card be on the table without a completed set?

Yes, but only if you’ve paid with it or used it from a completed set. If you pay using an Influencer or TV Rights card, it must be placed next to your Player and Staff section until you can add it to a new completed set. You can also choose to pay directly with it.
